Is there a free (or cheap) program that would allow me to draw on video for sports video analysis purposes?

I’ve used Dartfish to analyze swimming video, but I can’t afford the price tag. I want to be able to draw on video in real time. Any help?

Kinovea is free and open source, and allows you to draw on the screen.
